Here is the error in the log that kind da shows my point:
Caused by: org.apache.derby.client.am.SqlException: INSERT on table
'STAMP_STYLE' caused a violation of foreign key constraint
'SS_STYLE_GROUP_FK' for key (4).  The statement has been rolled back.

I maybe completely nuts but I don't see how this could ever work.
OK, let's start at the top. I want to export a project from one system
and import it to another. A quick look at the data shows, what looks
like hard-coded keys. In the sample below it says the project uses STYLE
GROUP 4 and ENVIROMENTAL GROUP 3.

Unless I enter this data in the exact same manner that it was entered
originally there would be no way to assure that the style group and
environmental groups I want have the same keys they did on the old
system.

Am I wrong?
