[Anthill-pro] Jira Isues Report for dependancies

Byron,
At the moment, the Jira Issue report only covers change-logs retrieved as part of the current job.  We will certainly extend this to add an option for also examining the change-logs of the dependencies, similar to how the Changelog Publisher currently works.
