[Anthill-pro] Tagging fails if Subversion repository Root URL lacks trailing slash

In Administration > Repositories, for Subversion repositories, if Root
URL does not end with a slash, the label step fails with an error
message like the following.

Root URL: http://svn.mydomain.com/svn/jfree
Tags URL: jfreechart/tags

 Subversion command line: svn copy --non-interactive --username USERID
--password ***** --message labeled by Anthill .
http://svn.mydomain.com/svn/jfreejfreechart/tags/1.0.2

Is this a bug?  I'm running 3.1.0.b40 on Windows 2003 Server.
