I'm getting this error message and all my projects are missing from the
dashboard, what happened?

CannotCreateTransactionException: Could not open JDBC connection for
transaction; nested exception is
org.apache.derby.client.am.DisconnectException:
java.security.PrivilegedActionException : Error opening socket to server
127.0.0.1 on port 11366 with message : null
