We are also experiencing the same problem.
The project is configured with a "Repository Triggered Quiet Period".
The quite period is 0 seconds.

The first trigger works and subsequent triggers do nothing.  We are
using version 3.2.0.b87.

Ok, it does look like there's an outstanding issue where if there's a 
change log quiet period configured, the repository trigger will work 
exactly once.

I'm sorry this didn't strike me earlier. I hadn't taken note of the 
issue. Fortunately, one of the other guys was watching the list.
