[Anthill-pro] Restricting non-originating workflows

There is no way to restrict running a non-originating workflow on a
particular build life. You can create job pre-conditions that can check
to determine if it should run on the build life. If the job
pre-condition is not met, it will not run and will fail the workflow.
There is no way to not show the workflow in the list that can be run or
give and immediate error saying it can not be run. I will add this as a
feature request.
