[Anthill-pro] Notification Templates

Now I'm starting to think there is an issue with the DefaultNotification 
Scheme and the Build Request Failed Template. At first I was thinking it 
was because the Changelog never got published (it doesn't run if a 
previous step fails so I'm thinking of changing that) but then if I use 
the Simple Workflow Email template I get the 'unpublished' change log 
(though it seems to be everything since the last 'success').

Seems to me for a failed build I want that workflow plus a changelog of 
new files just since the last build regardless of status.
