[Anthill-pro] Non-Force builds...

Dan,

When we call the p4 changes command we pass it the -s submitted, which
means that anthill3 will only pick up changelist that have been
submitted to perforce.  So simply creating a changelist is not enough to
trigger a build you will actually need to submit those changes to
perforce in order for anthill3 to register that there has been a change
and kick off a build.
