Yes, it was the "Skip quiet period" on the workflow.

On the build request, is there a job available? Does it have a change 
log? If so, does its log indicate that it found changes?

The other place where we've seen this problem is when a workflow has the

"Skip quiet period" option checked. The quiet period is when the change 
detection happens. So if it is skipped, Anthill will only build when
forced.
