Sweet! Even in this simple form I do have definitions for 'developers' and 
'release managers' for each project. What step do I need to add so this 
shows up for my 'release manager' role?

Nope, there's a Yes\No question step. So you can have a workflow for the
development team that is "Suggest a build to QA" that does nothing other
than add something into the QA manager's Todo box that says "Deploy
Build 123?". If the QA team is ready for a new build the manager can
click yes, which can spawn the Deploy to QA workflow.

The whole approval system is on our list of things to review and build
out into something richer. Being able to designate a fallback for your
role if you're on vacation, needing approval from 8 seperate people,
etc, etc. But that basic approval requirement system is in place if you
want it.
