[Anthill-pro] Quiet Periods and Triggers

 I know we went round on this a while ago but forget the disposition.

We are using that global repo trigger that sends a list of the changed
directory tree from SVN to AHP.

What I am seeing as a result is that I get one or two failed builds
before a successful one. In the end it is creating a bad signal to noise
ration and ruining a teams metrics. It seems to me that if a quiet
period failed we should not even kick off a build life. That way the
last trigger in would pass it's quiet persion and we'd get one build
kickedoff.
