[Anthill-pro] implicit set work directory

Just out of curiousity, do SVN populate job steps perform an implicit
setting of the workflow's activity?  Just curious, as I added a shell
invocation step to the very beginning of a job.  Oddly enough, when I
next ran the job, the first shell invocation failed, with a complaint
that no working directory had been set.  Then, the SVN populate steps
executed, followed by the remainder of the shell executions that I had
scheduled;  leading me to wonder about implicitly set working directory.
