[Anthill-pro] License question.

I would like to get a better understanding of the license policy for
AnthillPro 3. We now have a number licenses for developers in our
company. Some of these developers are on temporary contarct and will be
leaving the company so 
there will be no need for the user account once they leave. Now I need
the license for a new developer, my question is how long will AnthillPro
hold the license for the old user before it is freed up for a new user?
 
Presently I have 2 accounts blocked by users that have not been in use
since March. 
 
Could you please clarify the License Policy.
