Curtis,
The short answer is that you don't. Right now, the restriction on role
granting is that you can only give away the roles you have. The closest
analogy I have is the root user in unix being like Anthill's admin.
This is sensible if you would like to delegate to a project lead the
authority to add people to her project without being able to give
herself permissions to different projects. It's a bit less appropriate
for granting managers approval rights that you don't want to have
yourself. I suspect the thought is that being able to grant yourself
approval rights and having approval rights are more or less the same thing.
