[Anthill-pro] job steps

IMO all the workflow definition administration must be rebuilded. It is
really unhandy the big list with jobs. I have about twenty jobs in workflow
and in future there will be more. If I need to build new definition or edit
something this is really annoying to switch up and down to page. Also the
feature that I can see job-precondition only when editing job is very
confusing.

Yeah, in the version we're testing right now, I think we have copy. Also
instead of just "add" we have "add after" and "add before" on each step so
you'll have to do a bit less reordering.

view/up/down/deactivate/activate/delete options for a step, it would be
