I added the change log step and that solved my problem, it's much
faster.  Thanks.

It's there to check the licensing. We essentially need a change log to 
happen. If you disable your change log, we add in a get-users after 
populate workspace on originating workflows. For some source control 
systems the get-users is faster than a full change log, for some it is 
not. It's also possible that it's doing something less efficiently for 
CVS than the normal change log.

I would go ahead and try to add a change log step and see if that helps 
the situation. If it's still painful, we know there are some tricks we 
can use to boost change log performance for newer (and only newer) 
versions of CVS and could look at prioritizing including those in an 
upcoming release.
