[Anthill-pro] JIRA integration

Curtis,

Do you think associating a project with a JIRA configuration will meet the requirement. We can't put the reference to the configuration in each step because that will break job reuse. Is it accurate to say that a project will only ever use 1 instance of a issue tracker?
