Yes I do think that would meet the requirement and work. Associate an
issue tracker at that level, Bugzilla-A for one, JIRA-Z for another and
JIRA-A or yet another. A lot like repos but at the project level.

Curtis,
Do you think associating a project with a JIRA configuration will meet
the requirement. We can't put the reference to the configuration in each
step because that will break job reuse. Is it accurate to say that a
project will only ever use 1 instance of a issue tracker?
