[Anthill-pro] Bar chart report fails to display using URL outside of AHP

I'm puzzled as to why a URL pasted directory into a browser's address
bar, which URL references a bar chart report, fails to display the
report.  Instead, I see a heading and then only a red X where the bar
chart image should be.

The URLs referencing the equivalent HTML and CSV versions of the same
report display correctly.

In other words, these work without logging into AHP:
http://<myhostname>/tasks/reporting/ReportingTasks/runReportStep2?report
_id=101&basicAuthRequired=true&report_template_id=-4&run-report=Run

http://<myhostname>/tasks/reporting/ReportingTasks/runReportStep2?report
_id=101&basicAuthRequired=true&report_template_id=-5&run-report=Run

But this does not work when not logging into AHP (the only difference is
in the report_template_id number):
http://<myhostname>/tasks/reporting/ReportingTasks/runReportStep2?report
_id=101&basicAuthRequired=true&report_template_id=22&run-report=Run

All three of these reports display correctly when logging into AHP and
accessing them via the Reports tab.

Has anyone seen/solved a similar issue?
