Ryan,

I'm puzzled.  Are you saying that I should try exactly what I'm already
doing?

"The chart images are created on request as part of the page, so they
are not available independently" -> Okay, fine, but I'm not trying to
access them independently; I am trying to access them via a page.

"A custom report on the reporting tab could be used to create reports
with that data in them. They would also have a direct URL" -> I am using
a report on the reporting tab.  My point was that I CAN see the
report/image when using the reporting tab, but DO NOT see the image when
using the direct URL.

I'm not sure if you misunderstand me, or I misunderstand you.

To summarize, a "public" report displays via AHP in HTML format and in
bar chart format.  The same report displays via a direct URL (i.e.
outside of AHP) in HTML format, but not in bar chart format.

So are you saying the 'feature' of make public (for which you provide a
URL), doesn't work?
