[Anthill-pro] Builds Queuing up

 I would have sworn this was behind us but I am seeing builds for one
project queuing up. We use SVN triggers and a quiet period of 3 minutes.
However, the build is a lengthy one, 10+ minutes. I originally thought
workflow had their own lock but they seem to be by agent (we have all of
our agents share a file system so we can re-use workspaces and conserve
on storage needs). So... I turned on a lockable resource and now they
queue up.

I thought the system would eat subsequent request for the same WF?
