[Anthill-pro] Builds Queuing up

I'm still seeing this. Once again I have about 6 jobs queued up for a
project that is using a lockable resource.

They should be merging with the workflow that is waiting on the resource
lock if you get subsequent requests. I will run some more tests today to
verify that it works.
