The JIRA SVN plugin doesn't add attachments per se. When enabled the
plugin adds a "Subversion Commits" tab to the issue page specifically to
list the files that have been updated to fix a given bug. It does this
by scanning the comment text that is included when a commit is done
looking for anything that matches a known JIRA issue id. It's a useful
tool. I'll have to check out the AHP feature (when we upgrade)...

As Curtis noted, the default ones are the functionality that was already
there. Now you could add your own so that a Step might only run if a
property is defined or its a particular value.
I'm not too familiar with JIRA's SVN plugin, but it sounds different. It
includes the files in the issue as attachments? Or maybe it just adds a
comment to the JIRA issue. Our "update status of JIRA issues based upon
changelog" will move one or more issues along in the workflow,
transitioning them to a new status. So you could move them to Resolved
or if you have defined your own workflow, you own status such as Waiting
to Test or Deployed to QA.
