[Anthill-pro] Had to delete a workflow before a new one could be created

A user reported yesterday that he tried to create a new job and a
database error was reported. He ended up deleting one of his old build
job before he was able to create the new one. I tried creating a new job
myself and it didn't complain, but I'm worried that we might have
reached some hard coded Derby limit. Could this be why his create
attempt failed?
