Rob,

I believe that the "user.dir" points to the user's home directory.  In 
which case, it looks like you're running tomcat as a service using the 
system account.

A possible fix to the problem may be to fork the junit task and add the 
"dir" parameter.  Another solution may be to pass a system property 
populated with the location of the file to your junit tests.
