[Anthill] Version File not being Updated

I am running Anthill OS 1.7.0.162...and StarTeam 5.2.

When I do a forced build, anthill updates its internal project version
number (in "project".anthill)... It also "touches" and checks-in the
version file (i.e. "project".version).  The version number in the
version file is apparently what the StarTeam label is based upon.

Anthill does not seem to be incrementing the build number in the version
file...only touching the file and checking it in.  This leads to
versioning conflicts.

Can someone help?
