First check if the command alone (= outside of Anthill) would work.

Copy the contents of the line after [submit] and execute on
command line. Maybe there is a type on the pagelet
or the commands of your source repository have changed.

If so, try to change
"anthill-1.7.0\conf\profiles\Win32\win_perforce\submit.pgl"
accordingly.
