[Anthill] Rebuild - Can I selectively retrieve only changed files from the source repository tool ?

Mathew,

Your should be able to achieve that with the incremental build manager. 
You set a build track to use that by Clicking on the Build track, 
editing it, and changing the build manger from basic to incremental. 
Once that's done, you can go to the build track's build screen and it 
will tell you that the next 5 builds will be incremental. You can then 
set how many builds incremental builds you want between each clean build.
