Mike,

This could be any number of issues. In general, we're probably looking 
at a situation where changes made in CVS are not showing up on the 
revision log - at least not right away. A good test would be to check 
something in and then force a build right away. Does anything show up in 
the logs? If it doesn't you might want to run the same commands from the 
command line and see what sort of feedback you get.

If I was to take a wild stab at this one, I'd guess that your build 
server and cvs servers have date/times that are significantly out of sync .
