[Anthill] Anthill not finding jar file

Clover.jar is on my classpath.
It builds fine outside of anthill OS.
but when I build with anthill I get:

[taskdef] Could not load definitions from resource clovertasks. It 
could not be found.

When I  <echoproperties/> the classpath does not contain clover.jar
eventhough it has been added before Tomcat was started.

How do I help Anthill OS find this jar file?
