[Anthill] Ant sub-process environment missing

As listed in the email, we've tried various users, as well as starting
Tomcat from the local command line while logged-in as a local admin.

Hi Neal,

How is your servlet container set up? I've definately seen some odd
configuration issues when the container is running as a windows service.
Windows often assigns a system user as the user the container runs as
and that user might not have the environment set up in a reasonable way.

Is this the case?
