[Anthill] Ant sub-process environment missing

Hi Neal,
Never seen this personally, but a couple ideas:
1. Are the environment variables set as system and not for a
particular user? Just double checking.
2. (workaround) define the needed environment variables directly in ant.bat
3. (workaround) drop a copy of tools.jar in ANT_HOME/lib
