[Anthill] Calling the Ant.bat Script on Windows 2003 fails with anNTVDM Error

The MS information on this bug leads one to think that their OS has a
problem. The actual cause is in Ant 1.6.2 -- it uses command.com instead
of cmd.com apparently for Windows 2003. Supposedly has been fixed in Ant
1.6.5 (I am trying this but am not convinced so far).
