[Anthill] NTVDM Error

I have tried various things including getting the Ant source and making
the changes suggested by WebLogic without any permanent success. At one
time, I thought I had a fix by setting the compatibility for cmd.exe to
Windows 2000 but that was not sticky -- it does show that setting the
compatibility mode will work if it can be made in some way that will
survive.
